Stray

So this straggly cat has been nicking Jess's food. It's not just this cat, there's also blackbirds, hedgehogs and a dozen other cats - but this one is seriously hungry and eat as much as it can get!
So, I've bought a 40p box of cheap cat food and started feeding it. Jess now eats indoors where it's slightly safer.
The question is... since this is not my cat, should I be feeding it? The poor thing looks so thin and scruffy I'm assuming it's a stray, or worse just neglected.
What would you do, and more importantly - what should I do?
